Investigation launched into Anderson Road Development project

Inspections showed that six beams on the 29th floor of Tower 3 lacked the specified steel reinforcements.

The Buildings Department has suspended work at the Anderson Road development project due to a significant shortfall in the required number of steel reinforcements. 

Inspections revealed that six beams on the 29th floor of Tower 3 had fewer reinforcements than specified in the approved plans.

The investigation was prompted by a report received in late August, alleging non-compliance with the Buildings Ordinance. 

Since early September, department officials have conducted multiple site inspections to assess operations, work quality, and safety.

On 27 September, the department met with the registered structural engineer (RSE) to request a detailed investigation and a remedial works report. This report must include testing to determine if similar issues exist in other areas of Tower 3 and other towers.

The department has also mandated enhanced site supervision and will not allow construction to resume until it is satisfied with the RSE's findings. Appropriate enforcement actions will be considered based on the report.

In addition to the Anderson Road project, the department is reviewing work conducted by the same contractor at seven other private developments and increasing site inspections. Four of these projects were previously managed by Aggressive Construction Engineering Limited (ACEL), which lost its contractor registration in November 2023.

The contractor involved in the Anderson Road project is an independent entity. The authorised signatory overseeing the work is different from ACEL’s, which did not renew its registration last year.

The Anderson Road project consists of six multi-storey residential towers, with Towers 1, 2, and 3 reaching 32 stories and Towers 5, 6, and 7 standing at 24 stories each. 

Prior to the investigation, superstructure works had been underway across all six towers, with concreting completed at various levels. Additionally, nine single-storey houses are planned for construction within the development.
