Gov’t to simplify retirement process for poor-performing civil officers
This is to encourage civil service newcomers.
The Hong Kong government's effort to simplify the retirement process for officers with “sub-standard” performance due to public interest reasons will encourage dedicated individuals to join the civil service, as reported by the Information Services Department.
Ingrid Yeung, Secretary for the Civil Service, mentioned this when addressing the media after a radio appearance.
She explained that the streamlined approach will actually motivate newcomers to the civil service, as it sends a clear message about the importance of work performance and dealing with underperforming team members.

“Our serious attitude in dealing with persistent substantive performers will in fact, I believe, incentivise those who are willing to contribute their best to their work to join the civil service, because we are now giving out a signal that we are serious about work performance. We are serious about dealing with those who cannot contribute to the civil service team.” Yeung said.
By prioritising accountability for poor performance, those committed to excelling in the civil service will find their efforts rewarding.
